Why do I get a tingling feeling?

That's beta-alanine, and it's completely normal. It typically shows up in the face, neck and hands about 15 minutes in and fades within half an hour. It also diminishes as you use it regularly. It's not an allergic reaction and it isn't harmful.

Will it make me jittery?

Much less likely than a comparable formula without theanine. That's the whole reason the theanine is there at a matched 200mg. If you're highly caffeine-sensitive, start at half a scoop.

Can I take it on rest days?

You can, but there's little point — the citrulline and beta-alanine are working on training performance. Beta-alanine does benefit from daily consistency for carnosine loading, but you'd be taking 200mg of caffeine for no training reason.
